The Road Fund is managed by two organs: the Management Committee and the Administrator.
The Management Committee
The Management Committee examines all matters dealing with the organization and functioning of the Fund. Its duties are spelt out in Article 13, paragraph 1 of Decree No. 2005/239 of 24 June 2005, as amended and supplemented by Decree No. 2012/173 of 29 March 2012.
The Management Committee is composed of eleven (11) members including:
- One representative of the Presidency of the Republic
- One representative of the Prime Minister’s Office
- One representative of the Ministry of Finance
- One representative of the Ministry of Public Works
- One representative of the Ministry of Transport
- One representative of the Cameroon Employers’ Association
- One representative of the Cameroon Industrialists’ Trade Union
- One representative of the Cameroon Forwarding Agents’ Trade Union
- One representative of the Urban and Inter-urban Passenger Transporters’ Union
- One representative of the Union of Road Hauliers of Cameroon
- One representative of Regional and Local Authorities
- The Administrator of the Road Fund.
The Management Committee
The Administrator
The administration of the Road Fund is managed by an Administrator recruited through call for candidates for a three-year term, possibly renewable twice. The Administration is responsible for the operational implementation of all actions approved by the Management Committee; its missions are contained in the provisions of Article 18 of Decree No. 2005 /239 of 24 June 2005. To this end, he:
- follows up collection and repayment operations of resources into the Road Fund’s bank accounts;
- appends his visa to contracts before their signing by the authorizing officer as a means of controlling contract regularity, resource availability and expenditure eligibility;
- carries out the control and regularity of spendings borne by the Road Fund;
- ensures the payment of contract services;
- prepares and submits the draft action programme and recurrent budget of the Road Fund to the Management Committee;
- manages the recurrent budget of the Road Fund;
- implements decisions taken by the Management Committee and makes a quarterly report back to it on the financial situation and activities of the Road Fund;
- forwards a monthly situation to the Chairperson, members of the Management Committee and supervisory Minister clearly underscoring resources mobilized and expenditure borne by the Road Fund;
- periodically provides, at least once per quarter, information to the various authorizing officers, each in his/her own sphere of responsibility, on the follow-up of his/her financial operations, thereby highlighting the link between programming and implementation;
- proposes the recruitment of managerial staff to the Management Committee after a call for candidates;
- recruits and dismisses support staff necessary for the Road Fund’s operation within the limits of appropriations available in the recurrent budget;
- manages resources for all the Road Fund’s operations;
- orders technical, financial and accounting audits by independent consultants at least twice (2) per year on account and under the control of the Management Committee;
- represents the Road Fund in all civil and legal matters.
